PROCUREMENT OF THE SYSTEM REFERRED TO AS SPIDER CENTRAL INTERLOCK OF THE NEUTRAL BEAM TEST FACILITY – NBTF – AT THE CONSORZIO RFX SITE

La seconda seduta aperta alla presenza dei Rappresentanti delle Ditte concorrenti è indetta per il giorno venerdì 15 maggio 2015 alle ore 15:00 presso il Consorzio RFX.
Nella seduta la Commissione di gara procederà:
•    alla comunicazione dei punteggi assegnati dopo l’esame delle Offerte Tecniche;
•    all’apertura della BUSTA “C” Offerta Economica e al calcolo del punteggio
•    alla determinazione del punteggio complessivo.

The second open session in the presence of representatives of the tendering Companies is scheduled for Friday 15 May 2015 at 15:00 at Consorzio RFX.
In the session the following actions will be executed:
• communication of the scores assigned by the Evaluaton Board as a result of the assessment of thetechnical offers
• opening of ENVELOPE “C” Economic Offer and scoring
• the computation of the overall score.

1 – Regarding Tender Rules CAPO III, 5, “Dichiarazione sostituiva ai sensi del DPR 445/2000 e s.m.i..:”:
a. are necessary n. 2 bank declarations or n.1 declaration is sufficient?
b. Who has to prepare and sign the declaration “..in originale relative allo svolgimento di contratti per la realizzazione….”? Is it an “auto-certificazione”?

Reply:
Two bank declarations are required in the original document Tender Rules. Anyway, we can also accept only one bank declaration.

No deadline is reported in the Tender Rules document for the case represented by the Company.

Reply:

Subcontracting is not prohibited in the document Tender Rules.

4 – Regarding Annex B, par. 3.1.2.4 “Qualification of…”,
a – is the burn-in test required also for COTS components?

Reply:

Burn-in tests are requested only in case of custom solution for the fast interlock (bespoken hardware)

5 – Regarding Annex B par. 3.1.2.6 “ Factory and …”
How will be the tools needed for FAT and SAT validated?

Reply:

FAT and SAT tests shall be proposed by the Supplier at the Final design. FAT and SAT tests shall also include validation of any tools needed for the tests.

6 – Regarding Annex B par. 3.1.2.3 “Fiber optics and…”, ..
What is the scope of the supply and what is not?

Reply:

Thanks for the question that allows clarifying this point.

The optical interface with the plant units including the fiber-optics cables.”

is modified as follows:

“3.1.2.3 Fiber Optics Cables and optical interface

The optical interface with the plant units (receivers/transmitters) on the SPIDER Central Interlock end are within the scope of the Supply.

The optical interface on the plant unit end, the fiber-optic cables, their terminations, labelling, installation and certification is out of the scope of the Supply.”

Is there any modification in these documents with regards to the emission of the tender?

Reply:
The set of tender documents has not been changed. Replies to answers may modify some requirements, but the possible modifications will be reported only in the Questions/Answers web page with no modification in the set of tender documents.

8 – At page 35 of “SPIDER CENTRAL INTERLOCK ANNEX B – TECHNICAL SPECIFICATION” is stated:

R_14. FLS to FAU communication

i. shall be demonstrably never interfere with the critical operations of FLS,

ii. shall allow FAU to record any changes of state of LIx (glitches longer than 1μs),

Question: how the “LIx” signals are defined?

Reply: LIx is a typo error. Please, read RIx (Raw Input Signals) and Ox (Output Signals) instead.

i. Number of signals: 120 DI + 4 DO

Question: have the mentioned “120 DI” signals to be considered outputs of the Fast Interlock hardware?

Reply: yes, the 120 DI signals are output of the fast Interlock hardware (and input of FAU). Anyway, 120 is exceeding the actual need that is the number of fast input/output signals of FLS (32+20).

The original R_16 requirement:

“R_16. FAU signals: the following requirements shall be met for digital signals:

i. Number of signals: 120 DI + 4 DO

ii. Electrical characteristics: TTL/CMOS

iii. Pull-down resistor: 50 kΩ typ, 20 kΩ min

10 – Question: what type of optical fiber and which connectors are prescribed for the interface of the I/O signals between ISEPSAGPSCODAS and the Fast Logic Solver?

Reply:

We thank the Company for the question that helps clarifying the tech spec that in this detail is not complete.
The original section 4.5.3 of SPIDER Central Interlock Annex B – Tech Spec.:

4.5.3. Optical Interface Requirements
Fast Interlock interface with plant units shall be optical and support multimode fibers (glass 200 μm Hard Clad Silica fibers or 1 mm Plastic Optical Fibers).
The adaptation to support also multimode fibers 125/62.5/50 mm (OM1/OM2… types) will be considered advantageous.
AVAGO (Formerly HP) Versalink connection standard is adopted in SPIDER Interlock System both for POF and HCS fibers. Plant Unit interface must be able to accept both types of fibers terminated with this standard.
AVAGO HFBR0508 Series transmitters and receivers are recommended for fibers I/O.
Other components can be adopted but they must be fully compatible with the following minimum specifications.
• Data transmission at signal rates of dc to 10 MBd
• Up to 50 meter distance with 1 mm Plastic Optical Fiber (POF)
• Up to 300 meter distance with 200 μm Hard Clad Silica (HCS)
• Operation from zero to maximum link distance with a single transmitter.
